Second, strengthen support for the replacement of old consumer goods.

6.  We will support local governments in improving their ability to exchange old consumer goods for new ones. We will directly arrange ultra-long-term special government bond funds to support local governments in independently improving their ability to exchange old consumer goods for new ones. The Ministry of Commerce and Finance of the National Development and Reform Commission reasonably determines the scale of support funds for each region based on factors such as the resident population, regional gross domestic product, and the number of cars and home appliances in each region. All regions should focus on supporting the renewal of automobile scrapping and replacement of individual consumer passenger cars, the replacement of household appliances and electric bicycles with old ones, the renovation of old houses, local renovation of kitchens and bathrooms, the purchase of items and materials used in aging renovation of homes, and the promotion of smart home consumption.

7.  We will increase subsidies for scrapping and renewing vehicles. On the basis of the Implementation Rules of the Automobile Trade-in Subsidy (Business Consumption Letter (2024) No. 75), individual consumers scrap national III and below emission standard fuel passenger cars or new energy passenger cars registered before April 30, 2018 (inclusive), And the purchase of new energy passenger cars or fuel passenger cars with 2.0 liters and below displacement included in the "New energy Vehicle Model Catalogue of Vehicle Purchase Tax Reduction", the subsidy standard is raised to 20,000 yuan for the purchase of new energy passenger vehicles, and 15,000 yuan for the purchase of 2.0 liters and below displacement fuel passenger vehicles. Consumers who apply for subsidies since the date of issuance of the Implementation Rules for Subsidies for Replacing old Vehicles with new Ones shall implement subsidies in accordance with the standards of this notice. Consumers apply for subsidies according to the standards of this notice, and the corresponding scrapped motor vehicles must be registered under their own names before the date of issuance of this notice.

8.  Support the trade-in of home appliances. For individual consumers to purchase level 2 or above energy efficiency or water efficiency standards of 8 categories of household appliances such as refrigerators, washing machines, televisions, air conditioners, computers, water heaters, household stoves, range hoods and other subsidies. The subsidy standard is 15% of the sales price of the product, and an additional 5% of the sales price of the product is granted for the purchase of products with energy efficiency or water efficiency standards of level 1 and above. Each consumer can subsidize 1 piece of each type of product, and the subsidy for each piece does not exceed 2000 yuan. The Ministry of Commerce guides all regions to do a good job of connecting preferential policies in light of actual conditions to ensure a smooth and orderly transition of policies.

9.  Implement the financial support policy for recycling waste electrical and electronic products. In 2024, the central government will allocate 7.5 billion yuan to continue to support the recycling and treatment of waste electrical and electronic products by "replacing subsidies with awards" and promote the healthy development of the industry. By the end of 2023, those who recycle waste electrical and electronic products in accordance with the provisions of the waste electrical and electronic products disposal fund subsidies but have not yet been subsidized will be supported by the Ministry of Ecology and Environment after verification and approval.
